Sounds like this move on Cueto answers a couple questions at once. Fills in the rotation and replaces Petit with Heston. Definitely an improvement to the 2015 staff. It has not necessarily been said outright yet, but this may end Lincecum's hopes to get an offer from the Giants that fits his needs/wants. He wants to be in the starting rotation.
